Understanding the Fire Insurance Protection-Smoke Index: What Grape Growers Need to Know
The USDA Risk Management Agency has introduced the Fire Insurance Protection–Smoke Index (FIP-SI) to help grape growers in WA and other western states manage smoke-related risks. FIP-SI doesn’t replace grape crop insurance; instead, it provides additional protection by triggering payments when counties experience 13+ “smoke events” during the June–Nov season. Enrollment aligns with existing policy deadlines.

Alcohol Service in Public Places
In July 2025, Washington passed Second Substitute House Bill 1515, updating rules on alcohol in public spaces. Effective July 27, it allows local governments or port authorities to request Liquor and Cannabis Board approval for expanded outdoor alcohol service through December 31, 2027. Guidance for applying under the law was provided by LCB on August 15, helping cities, counties, and ports implement these changes.
